Low prices for cattle created a situation where farmers cut corners to
survive.  So any cheap feed source was attractive.

Keep in mind this ban is effective in 1st world countries.  You can find
all sorts of 1st world banned methods and chemicals used in 3rd world
countries.  (DDT is still used in Mexico and Red China as examples).
