"Canadian Prime Minister Paul Martin warned a business conference that a
major trade dispute was brewing over the United States' closed border policy
to live cattle from Canada, and the Canadians were prepared to up the ante
by increasing processing capability in their country."

Based on recent and past events, it seems reasonable that each country does
need some security of markets and that Canada should in fact build
processing capacity to insulate them from rational or irrational market
forces.
But it should not be something the government is involved in. It should just
happen as a normal business decision for those who wish to take the risk to
do so.
