If you have wire that is containing the energized voltage, the use of
extra insulation is a good idea. We have had failure of insulated wire
buried a few inches deep. We now enclose double insulated wire inside
another insulating tube such as old hose or black plastic pvc etc. The
hose is easier to work with.
The ground wire jumper across a gate would ideally be bare galvanized
wire buried a few inches (to protect it from livestock hoofs and improve
its grounding ability) and kept separate from the high voltage wire. If
this ground jumper across a gate does corrode after a number of years of
use, it would be easy to replace.
