As I understand it, NZ dairymen overstock their pastures to insure enough 
grazing pressure to take that grass down in the spring flush.   As the 
season progresses, that spring flush is gone but that heavy stocking 
remains.   And if drought occurs, cows are forced to make do on what's 
there.
