We have a three point hay unroller that was made by a neighbor out of the 
drive wheel of an old combine.   It has a  spike that is bolted on which 
rotates to unroll the hay.   To roll up wire I unbolted the spike and 
replaced it with a truck wheel split down the middle and bolted back to 
together.   To get the wire off, you take the wheel apart and remove the 
roll of wire.   It is the same size as the new rolls so can be reused in our 
spinning ginny.   It is slow though.  It rotates at 30 rpm and it does funny 
things to your eyes while you are rolling it up.   But it has power.   The 
wire is going to wind up or break.
    I'm surprised FW hasn't cobbled together something.
