Bailey's catalog says those are the grades given by the American Rose Society
and is on a 1-10 scale.
For ornamental shrubs, Bailey's rates #1 container to be 6-9", #2 container 12-
15", #3=18-24" and #5=30-36" minimum sizes. (I'm interpreting this to be plant
height.)
This is, I'm told, a carry over from the days when plants were planted in 1, 2 & 5
gallon containers. As with the old 3# coffee can, the sizes are now somewhat
smaller.
