Hi Denise � you may have oak anthracnose.
Here�s what the U of M Plant Disease Diagnostics website have to say:
Red oaks are less susceptible to anthracnose than are white oaks.
Anthracnose progresses from the lower branches of the tree upward and can be
distinguished from oak wilt, which usually moves from the top of the tree
towards the base.  Although anthracnose may cause severe leaf loss in white
oaks specifically, it does not usually cause serious injury to the tree. The
causal organism is Apiognomonia quercina.  The organism overwinters in plant
material and debris.  The month of infection is during the growing season
(most severe in spring).   Method dispersal: rain and wind.  Infection
point: leaves.  Control: Sanitation (rake all leaves in the fall), prune out
dead or dying branches, and properly water, fertilize, and mulch tree.
Fungicides are not usually recommended.

I have the same problem with a huge white oak tree along my driveway.  I
have lost a lot of oaks to oak wilts and that was my first thought.

Subject: [Mastgar] Oak Tree Problem

Hope someone can help with the following problem regarding my oak trees.  I
am in Anoka County and have both Red and White Oaks on my property.  I
noticed yesterday that my White Oak leaves are browning, curling and
wilting.  The Red Oaks look fine.  This is happening on the tree from about
the middle of the tree branches on down.  The top of the tree canopy looks
OK.  What is happening? Can anything be done to stop it? It doesn't behave
like Oak Wilt  - ie: leaves turning brown from the canopy and working its
way down the tree, but Anoka county does have its problems with Oak Wilt.
Is it something to do with this wet, cool weather we have had all month?
